If my opponent plays 'Heist Planner' and I respond by unloading my 'Runic Cannon' on him, does he get a beat to use his ability? Or is he destroyed before hand?

Heist Planner is not in play yet, so Runic Cannon cannot pick him as its target.
Your chance to respond is just after all costs have been paid. At that point HP is being played not in play.Home at last!!!! Strangely enough though, I have even less time to myself than I did in Kuwait!
