Heist Planner is a bomb here. Not only do you get a character here, but you remove the three biggest threats from their deck. Any kind of bounce can further work to your advantage.

Yeah.. heist planner is... well. He's heist planner. There's really no card in here that's worth the three best in the opposing deck.

Um... Heist Planner is good, but I believe he is definitely overvalued in this example. In the end all be all he's a 2/1/3. Not the best of cards to be seeing when you're being beat down.
Rudo Mangod, on the other hand, can win games by himself. He gets my vote.
Edit: looked over choices more closely. You guys would really take Heist Planner over Pluck?

I would take heist planner over pluck or rudo because heist planner DOES win games! In a normal game of limited, you'll reach maybe half your deck (or more!), granting access to much of your bomb power- unless it's been removed with heist planner. Drafting removal is powerful. Hence, drafting cards that can't effectively be stopped by removal is also powerful. Heist planner is both.
Rudo can meet scrag. Pluck can be shriever attacked. Dragon tank can meet executive poaching. Heist planner can be... um... yeah.

I'm going for the odd option, Dragon's Quarters. Its cheap continuous destruction. Even if you only do one damage with it you'll either be preventing your opponent from playing characters or destroying them. And if you manage to get dragons in your deck it just becomes that much stronger.
I almost voted for Heist Planner, but that was just because I'd gotten a foil version while teaching a friend how to play Sealed well.
In the beginning the Universe was created. This has made a lot of people very angry and has been widely regarded as a bad move.
Actually, given part II now I would rather have the Craghammer as a draw than even HP or Pluck.
