Do you mean, that these Ressources get back to discard pile?
Maybe you only say:
This turn, you control X additional [O], where X is the number of discarded staple Ressources.

So, if I get this right:

1. I have 10 staple resources and this card in my hand.

2. I play Ritual of the Blood Money, discarding 5 resources.

3. I put the other staple resources into play.

Did I get it right?

Disregarding power level completely: I'm confused with the timing when you put the resources into play. With the current wording you can play these recources at times where you could not even play tactics and use abilities. That could trigger effects and mess up a lot of things.

I'd make the effect instant.
