My idea here is to keep adding to the value of using locations, but also possibly create an engine with very cheap locations being used for resource gain. Otherwise it's at least a means to save a location after it has been assigned lethal damage.

Not too sure about the flip-up, but since it is a situational and niche card otherwise, I thought it would make more people consider it.
