I like the card and it fits within the Banker thematically however I don't know how useful this card would be. It seems like it would really only be powerful against other Banker decks. Perhaps reduce the cost to 3?
Just from a design and rules perspective. Ideally you want to word things within existing concepts of how the game works.
Currently there is no way to respond to something like drawing cards. This could be a trigger, or PART of an effect, which means there is no "proper" window for you to play this card. To make the card functional you could do something like:

I think the primary concept behind this card is to draw cards when your opponent draws cards but I believe it can be achieved in a better way.
An alternative idea would be to have a location that says something like "Every time your opponent draws a card you may pay 2 to draw a card as well."
Having it be a tactic makes it virtually worthless and there are almost no cards aside from banker that draw multiple cards at the same time.
Mainly I just wanted to make a banker tactic with the name oneupsmanship. I just think it sounded like something a banker should have.
