Tactic

COST: Play only during a battle.
EFFECT: Remove the battle from the game. Resume it at the beginning of the active player's next turn. (To remove the battle from the game, remove from the game all members of the attacking and blocking parties, any attached cards, and the target of the attack if it's a Location. The battle is terminated. When the battle is resumed, return these cards to play with any attachments attached to what they were originally attached to. The battle is then resumed from the point at which it was removed from the game.)

Why does it remove locations?

The location is removed thus preventing any further action toward that location this turn. THough, if the location was somehow destroyed prior to continuation of battle the new target would default to the faction. Stellar concept Kallisti!!!
