Let's start with a simple example:

There's many ways these could work ruleswise. Here's what I think is best.
Pay the cost and meet the threshold to remove the card from the game then return it to play face down as a resource.
Any attachments are also removed and returned face down. They keep the same controller. So a Luteoderm Armor you put on this guy becomes a resource for you, while a Brummagem Jewelry your opponent played becomes a resource for him or her.
The new resource is not attached to your faction, so you can use it right away.
The point of the trip through RFG is to clear tokens, depleted state, temporary effects, etc. It could work without this, but things would be messier.
TIMING: I'm really not sure what's best for this. Options include when card could be played (like flip up), when tactics can be played, or when tactics can be played but not during a battle.
And here's another example.
