Based on that line of thinking, I suggest a Banker Tactic as well...

Some work may be required on the effect wording to ensure no conflicts/issues with other cards. But I am sure you get the point.

As a nitpick, I'd call it liquidation sale or something instead of bankruptcy since you generally have to pay out your assets in a bankruptcy :P

The addition of the attaching all resources to your faction restricts the immediate benefit of the card, while giving you longer term benefit.
