When a card says "pay X" then does that mean pay x influence or x resources?

It means pay X in resources, I cannot think of a card that says to pay X in influence... sure there are characters that when they enter play, you lose 3 (or 4, or 2, etc) influence... but yeah

So any time something says pay 1 it means pay one resource card to use that ability?

Yup, unless it specifically says influence it will always be resources you are paying.
