I was wondering if you are able to "float" resources. Like for example, say I want to play the card micromagij avalance which reads "pick x, pay twice x. put x micromajic tokens in play." Now, say I had 18 resources in play (trust me, in most games I do) and I wanted to tap 13, "float" it, pay for the card All Nighter, which costs 4 and allows me to undeplete up to 9, giving me 9 floating, and 14 avaliable. then deplete 13 of it, leaving me with a grand total of 22. My question is; are you allowed to float depleted resources?

First of all, resources do not technically get depleted when used. They get attached to your faction. Second, I am 90 percent sure that you cannot 'float' resources as you can in Magic. Part of paying a cost for a card is the actual act of attaching the resources, so you don't actually do that until you are playing a card. Sorry to burst your bubble, but I could very well be wrong on this one.

No floating. You have to pay the cost of a card upon playing it and part of Micromajig Avalanche's cost is pick X, pay twice X. X is determined already.
Even if your opponent responded to your Micromajig Avalanche, giving you a chance to respond to him, and you played All Nighter, all before MA is actually in play, X was determined previously.
