Activating Faction Effects during opponents turn.

I'm not sure whether this has been asked already, if so, can someone please direct me to it, otherwise, can you play the effect of you faction card during your opponents turn?

For example, if you have three resources left and your Faction card allows you to draw three cards, can you play that effect during your opponents turn (in response to another card, or during the end of turn).

Yes you can. It's been discussed in http://www.thespoils.com/spoils/showthread.php?t=248 that I know of.

But be careful saying "during the end of the turn." There are no phases, but you can respond to a player ending his or her turn.

Thanks. I read that thread, but I can't believe I missed that part of it.

I understand the "during the end..." I should've worded it differently.
