Question about responding to a tactic card being played with a card that "returns a non-resource card to its owners hand."

After my opponent selected his blocking party in my attack phase, I play "Target Practice" tactic on one of his blocking creatures. He responds by playing "Forget" tactic on my Target Practice tactic.
Can he do that?
As far as I understand, Target practice is still "being played" so does that mean he CAN target my tactic?
And if he does succeed in returning Target Practice, do the effects of my tactic go through?

Playing Forget in responce to your playing of Target practice is an illegal move. Target practice in theory is never "in play" and thus does not make it a legal target for Forget..............Tactician Vacation on the other hand would word quite well in responce to an opponent playing a tactic.;)

Cards in the 'being played' zone are not legal targets. ~ LoS
