You may respond to a single event as many times as you like as long as you let your previous responses resolve. So you may react as many times as you want to whether it be to your opponent's ability or the end of their turn.

I ran in to this issue yesterday. My opponent uses Necromorph Bureaucrat's ability targeting two Research Assistants. I want to deplete them both so that I can pay my last resource to load up my runic cannon and then blast the Necromorph. Exactly how does that play out with timing?

1. Opp uses NB
2. Respond with RA(1) ability
3. Opp doesn't respond
4. RA(1) resolves
5. Play RA(2) ability
6. No response
7. RA(2) resolves
8. Pay 1 to load Runic Cannon
9. No response.
10. Load Resolves
11. Fire at NB

Is that correct? I figure that should work, but if i'm the only one doing stuff, it seems like I'm responding to my own actions, which the rules say I can't do.

The sequence you have described is correct. Items #5, 8, and 11 above, where you use the 2nd RA ability, load, and finally fire the Cannon, note that you are still responding to the original NB use.
