does speed affect how character's abilities are resolved?

Speed generally only affects what characters assign their battle damage during a battle. The character with the highest speed in a battle, along with all other characters that have that speed, assign first, etc. Speed has no bearing on when abilities resolve; this is determined by when the abilities are played.
