Rapine Ruling
If my opponent has a ferrious ferret on the field
If he plays rapine, would he be able to choose one of my monsters, cause you can't take control of your own card. or Would he have to choose Ferret

In the cost of Rapine, it only states to pick a character. If Ferrous Ferret is in play, it must be picked. As for the effect, he'd just continue to control it.
If Rapine stated "Pick a character you do not control" then the Ferret is not a legal target and would not be picked.

What if he destroyed the Ferret as the cost of Rapine?

I am also a little confused on the way that rapine & ferrous ferret interact. Since rapine states...
"Cost: Destroy a character or item you control. Pick a character"
and the rules for paying costs state...
"Some cards have other costs. These costs are written as instructions that must be followed in the order they are written."
Cant you destroy the ferret and then pick a different character, since the the ferret has been destroyed? Or do you determine what you will do for all the costs and then pay them in the printed order?

No, you follow the instructions in the order they are written. If you destroy the Ferrous Ferret as part of the cost of playing Rapine, then it's not in play to affect what character you pick.
