Here's a specific example of the situation that I am checking on:

If I play Pluck on my turn, then my opponent responds by playing a "Scrag" on Pluck, effectively destroying him, can I respond to the Scrag by paying 5 resource (assuming I have it unattached of course), finding a card in his discard pile and playing it. If I understand it correctly, because it is my turn, I can choose which action resolves first, so I can choose to resolve Plucks ability first, then have the Scrag resolve and destroy him, but if it was my opponents turn, he would probably choose to have the Scrag resolve first, thus killing Pluck and stopping me from using his ability. I hope this makes sense, and if I am wrong in any way (which I proably am) please set me straight. Thanks!

What about the reverse of this, lets say my opponet choses to play the Grift ability on his pluck and pays all costs, then I respond by playing scrag on his pluck. What would happen in this senario?

The only thing that determines when a card or ability resolves is when it was played, not whose turn it is.

It goes like this:
You play Pluck.
Assuming there are no responses, Pluck resolves and comes into play. (Note that your opponent could respond, but not with something that picked Pluck as he is not in play yet.)
Later in the turn, at some point when your opponent can play a card, he plays Scrag, picking Pluck.
Scrag is now "being played." Your opponent's opponent (that'd be you) can now respond.
You choose to respond with the Grift ability. You pay all the costs. It is now "being played."
Your opponent may respond. Let's say he chooses not to.
The Grift ability now resolves. The card you picked is put into play (note: it is not played).
Because Scrag is still "being played," you may respond again if you wish. You choose not to.
Scrag resolves, bye-bye Pluck.

Hope this little run-through helped.

Remeber that you pay all costs when you play a card/ability. Then it becomes "being played," and the opponent may respond. Once responses (and responses to responses, etc.) are processed, the original card either comes into play (if not a tactic or ability) or its instructions are followed (if a tactic or ability).

Pretty much the same end result. Remember that once an ability is "being played," meaning its costs were paid, the ability will resolve, even if the source of the ability leaves play beforehand.
