When can I play Catastrophic Betrayal

question on when you can play Catastrophic Betrayal.

it says "play this only when you are attacking.

now to attack it says

(summarized)
"announce if your attacking a factions or location"
"Choose charaters to attack"
"deplete the attacking charaters"
"you play tactics"
"opponent plays tactics"
"opponent chooses blockers"
"resolve the battle"

and then undering resolving the battle is when you can play tactics again, and the charaters deal damage at diffrent times based on speed
play tactics again
assign damage simotaniously
repleat until battle is done and depleting charaters who have participated.

so by the wording of the card and it saying when your attacking i would assume you would have to play it during the main battle when you can play tactics.

but im not sure, are you able to play Catastrophic Betrayal after blockers are declared when you can play tactics during the resolve the battle step?

DanRksm, great question.

My ruling would be that at any time between your first option to play tactics (right after you form your attacking party) up to the last option to play tactics (after assigning damage for the slowest speed in the battle) is a legal time to play Cat Betrayal. I base this on the fact that attacking is a present tense verb, and you are "attacking" the whole time. Also, if the intent was to use it just after forming an attacking party, it would likely be worded more like Buldozer "If/when you attack you may...".
