Forgive my |\|00bish question, but it's something we've been wondering about for a while...

A lot of card games say this is legal, but then Spoils is not like other card games. I've been hesitant to ask this question because, while I think it is legitimate, when I ask it out loud, it makes me sound like a total |\|00bl17.
Anyway,
Can you react to the end of a player's turn? Like, for instance, in Magic or Vs.?

For instance, let's say I have 6 rescources unspent during my opponent's turn (cuz I lay it down like dat) and my opponent has finished his turn. Can I react to the end of his turn by paying 4 to lay down a resource then paying 3 to draw a card? Or, can you absolutely not react to your opponent's turn ending?
The rules don't clarify this for me, unless I'm missing something REALLY apparent.

Responding To Your Opponent
You are allowed to respond when your opponent plays a card, uses an ability, or ends their turn. You cannot respond to your own cards, abilities, or ending of turn.

To respond, follow these steps:
1. Wait for your opponent to pay the cost for a card or ability or announce the end of their turn.
2. Announce you want to respond.
3. Pick a tactic card in your hand or an ability on a card you control in play.
4. Play the tactic card or use the ability. (see “How to Play a Card” or “How to Use an Ability”)
5. Repeat steps 2 through 4 as many times as you want.

The above excerpt from the rules should answer your question.
