The following should be a list of every card that either has or makes a requirement, and the action that it imposes a restriction on:
Arcana Department - forming attacking/blocking parties
Defense Attorney - forming blocking parties
The Ministry of Other Smaller Ministries - forming attacking parties
Carnival King - forming attacking/blocking parties
Ferrous Ferret - picking
Hangdog Alley - forming attacking parties
Spiky Atlasphere - forming attacking parties
Is this list complete? Should anything be changed about this list?

I don't think its completed. Hypnotic Plafond and Erotic Assassin and others are missing. Those are just two I can think of.

These two cards don't have requirements on them because they don't use the word "must".

Ah, I focused too much on the 'restriction' part of his statement to realize what was being asked for. Thanks Josh, sorry wmorgan.
Alright, I just pulled out Athena and used the search for 'must' in the card text. I'm listing all relavant cards that you hadn't gotten: Ambiguity Inhibitor, Dragon Catheter, Emergency Obfuscation, Free Trade Agreement, Ritual of the Screaming Cheese, and Tremor Engine.
Josh- what on earth are you doing working on Christmas? Go forth and stuff yourself with duck- or the food of your choice. Then sleep it off.

I half-expected Assassin and Plafond to belong on the list because of the way they work. The missing word "must" from their texts was the only thing that kept them off the list.
As for the rest of the cards with the word "must" in them, I made a judgement call and excluded them because I couldn't figure out what action they were placing a requirement on, unless it would be something rather nebulous like "playing the game" or "starting your turn." I consider the use of the word "must" in those to be incidental to the English.

Well, all of them are requirements I believe. I'd classify them like this-
Ambiguity Inhibitor - Beginning of turn actions
Dragon Catheter - Beginning of turn actions
Emergency Obfuscation - Beginning of turn actions
Free Trade Agreement - Beginning of turn actions
Ritual of the Screaming Cheese - picking an option (can't opt out)
Tremor Engine - Beginning of turn actions
So your 'starting your turn' option would appear to be right. Not all requirements restrict I think... I could be wrong though.
Edit- scratch my list out, all but Ritual of the Screaming Cheese are triggers.

Yeah sorry...the problem here is that the word "must" might actually appear in other types of rules text, like triggers. It should be clear when "must" is indicating a requirement because it will setup something that must be done in order to do something else.
Perhaps to avoid confusion in future releases of these cards, we may remove the word "must" from everything that is not a requirement.

That might be a tad extreme. I realized my mistake after some thought. If you can find equally suitable wordings, sure. But if you can't there's no need to do it for us nitpickers alone.
