It needs better rules text, such as: "All opponent's characters able to attack must do so this turn." and "This turn, your opponent receives all damage your Faction would have taken from attacking characters".

Something like that.

If it forces all characters to attack the own faction it's too powerfull.

Well, if there is no saying of how many characters must attack, they can just choose to attack with none. I think there should at least be a "Pick a character your opponent controls" in that case.

In the case of Wyrmfang Deathskull he triggers when you declare the attack, and then you have to attack with at least one character, so I guess it's the same here. With no characters attacking it wouldn't be an attack.
